 Brief: Evaluation of Lachlan Health Service Culture and Arts Program

Submission of Expression of Interest due Friday 23 February 2018

The commissioner: The Lachlan Health Service Culture and Arts Working Group (LHS C&A Working Group) commissioned a program of artwork as part of the re-development of Forbes and Parkes Hospitals. Arts OutWest has managed the program.  Arts OutWest is now seeking someone (an individual, group or organisation) to evaluate the program.

Fee: A fee of $3,000 (ex GST) will be paid to the evaluator. Half will be paid on commencement of the work and the balance will be paid on completion of a report.  The fee is to cover all costs including evaluator’s time, travel and production of a report.

Location: Although the evaluator(s) can be located anywhere, they will need to spend time in both Forbes and Parkes Hospitals as well as meeting with Arts OutWest staff located in Bathurst.

Process: The evaluator(s) will use as a starting point the evaluation framework which Arts OutWest uses in their arts and health work, but will be able to refine this approach to meet the needs of the evaluation and their own skills in evaluation. They will also refer to the plan developed for the LHS Culture and Arts Program.  This will be negotiated with Arts OutWest’s Executive Director and agreed on before going into the two hospitals.  It is expected that a predominantly qualitative approach will be taken which will involve conversations with hospital users, community, health staff and artists who have worked on the program.

Arts OutWest will provide:  Information about the program, contacts and introductions to participants in the evaluation.  Arts OutWest will liaise with the hospitals about the process but the evaluator(s) will need to confirm with the hospital and receive approval before any visits.

The evaluator will be responsible for:

  • Developing and agreeing on the final methodology for the evaluation
  • Own public liability insurance (either individually or through employer)
  • Conducting data collection
  • Analysing the data
  • Producing an evaluation report 

Selection process: Anyone interested in being the evaluator must first contact the Executive Director of Arts OutWest to discuss the work (02 6338 6589 / 0418 618 688). A short expression of interest should then be submitted outlining:

  1. The Qualifications, skills and experience of the evaluator(s) that make them suitable for this project
  2. A general description of the sort of approach that they would expect to take in completing the project

Arts OutWest will then select an evaluator based on this submission, but may make further contact for clarification before making the decision.

The expression of interest must be submitted by email to Arts OutWest (artsoutwest@csu.edu.au) by Friday 23 February and a decision will be made by Monday 26 February.  The work will be carried out in March and completed by 3 April (after the Easter break).

Contract signing and payment: A contract will be issued and must be signed before work commences.   Payment can then be made on receipt of an invoice for half of the artist fee: $1,500 (ex GST).

The following points are taken from the Terms of Reference for the Lachlan Health Service Culture and Arts Working Party

  • Engage with the users of Forbes and Parkes Hospitals and the local communities in the creation of healing environments that support the promotion of health and a sense of belonging
  • The program will be built on the involvement of staff, patients, visitors and the local community to create a shared vision. It will promote users participation as both spectators and creators of art and heritage
  • The Culture and Arts Program presents an opportunity for promoting positively local communities and local artists
  • The Project will be a multidisciplinary collaboration with the LHS Redevelopment Project Team, Architects, Indigenous Representatives, hospital users and local community
  • The Culture and Arts Program, with the understanding that it works with limited resources, seeks to use ingenuity to attain the highest with existing resources, achieving the best possible value for money. Whenever possible it will develop partnerships that support the program’s vision
